1.01 educational objectives
Syracuse University recognizes its obligation to serve a variety of educational objectives:
- to offer instruction at all levels of higher learning;
- to add to knowledge through basic research, thereby contributing to the solution of fundamental problems in our society and in the world;
- to collect, preserve, and make available to responsible inquirers the major works of the human mind and spirit, together with the related materials and equipment necessary for sound scholarship;
- to provide all members of the academic community with opportunities for academic and personal growth in a friendly and supporting environment;
- to serve as a cultural and civic force in the local community, the state, and the nation;
- to exercise leadership in higher education through continuing awareness of new problems and new needs, through the encouragement of new departures in the organization of courses, programs and teaching methods, and through experimentation in teaching effectiveness, student personnel services, and other aspects of higher education.
Syracuse University has adopted the following Compact among all members of the University community.

We the students, faculty, staff, and administrators of
Syracuse University will:
- support scholarly learning as the central mission of the University,
- promote a culturally and socially diverse climate that supports the development of each member of our community,
- uphold the highest ideals of personal and academic honesty, and
- maintain a safe and healthy environment for each member of our community.
In all aspects of university life,
we will work together to reach these goals.

1.02 university senate
The University Senate is the academic governing body of the University. Senate actions on educational matters become final upon the concurrence of the Chancellor and the Board of Trustees. Faculty; students; professional librarians; exempt professional staff; non-exempt full-time and regular part-time secretarial, clerical, and technical staff; and administrators are represented in the Senate. Faculty members are elected from full-time faculty of all ranks. Specified administrators are Senate members ex officio. Faculty representation is proportional to the size of the school or college.
