2.19 promotion
Recommendation for promotion is a recognition of accomplishment for which the merit of the individual is the sole criterion. Initial recommendations are a faculty responsibility and are based upon considerations of academic merit and recognized achievement. Questions of finance, numbers in superior ranks, overall faculty distribution, or departmental balance are not involved in faculty recommendations.
Successful faculty members bring to their tasks a variety of abilities with different degrees of competence in each one, depending upon their own personal characteristics and the nature of the assigned duties. Such a variety of abilities is inherent and necessary in the composition of a university faculty.
2.20 bases for recommendations: considerations
To be recommended, candidates are expected to have met prerequisites as listed below. In addition, they must have achieved meritorious accomplishments commensurate with the rank to which they hope to be elevated. The categories considered for evaluation are teaching, creative professional accomplishment, and service. Where appropriate, documentation should be submitted. Each category is important, but it is not assumed that recommendations for promotion will require equal merit in all.
2.21 educational background
All promotions above the rank of instructor ordinarily presume the doctorate or, in fields where the doctorate is not a normal requirement, the appropriate degree for accomplishment as determined by the school or college involved.
2.22 time in rank
Candidates for promotion will normally not be considered until they have completed the following minimum time in rank:
- for promotion from instructor to assistant professor, one completed year;
- for promotion from assistant to associate professor, three completed years;
- for promotion from associate professor to professor, four completed years.
For faculty members being reviewed for tenure, the years in rank requirements for promotion will be waived if requested by the faculty member. Other variations from these minimum time requirements will be considered under appropriate circumstances.
In each recommendation, service at other academic institutions will receive appropriate credit. Service in other than academic institutions will be considered if the work performed shows a high order of professional achievement, but it must be applied at the rank at which the faculty members are first appointed. Any credit for prior service that will be credited toward promotion will be indicated in the appointment letter.
No one is entitled to advancement solely because of length of service. It should be emphasized that accomplishment and not time in rank is the essential criterion for promotion.
2.23 evaluation categories
Teaching Teaching involves the arts and skills required for the diffusion of knowledge and guidance toward its effective and independent use. It ranges from presentations of standardized courses, through revisions dictated by needs or new knowledge, to new and different approaches. Syracuse University recognizes conspicuous success in teaching to be of great importance.
Creative and Professional Accomplishment Faculty members belong to a scholarly and professional community; they are expected to advance this community by contributing to knowledge through research, producing works of art or literature, or doing other creative work.
Service Faculty members are expected to apply their knowledge and talents in the interest of society as a whole. Service may be to their profession, to the University, or to the community at large. It can be best accomplished by making those special abilities of faculty members available as professionals in their field.
2.24 general procedures
Procedures for review and recommendation may vary in the several schools and colleges, but should conform to the general principles set forth in this document. The Senate has established the required procedures set forth below for all academic colleges and schools. Promotion in faculty rank requires the recommendation of the University Senate and the concurrence of the Chancellor and the Board of Trustees. All recommendations for promotion shall be reviewed by the Senate Committee on Appointment and Promotions before submission to the Senate and to the Board of Trustees. This committee will endorse or refuse to endorse the recommendations based on the degree of conformity of the school's or college's procedure with the required procedures. The Senate Committee on Appointment and Promotions shall serve as a judicial body with respect to interpretations of the rules and procedures for promotion of each of the colleges and schools.
2.25 college/school procedures
Each college and school shall prepare in writing a clear and unambiguous set of promotions procedures approved by a faculty majority. These procedures must be approved by the Senate Committee on Appointment and Promotions initially and after each substantial modification. In the event of disapproval, the Senate Committee on Appointment and Promotions decision may be appealed to the full Senate.
Promotions committee membership will be determined in the following manner.
- Members should be selected according to procedures approved by the faculties of the respective schools and colleges. It is recommended that about one-third of the membership of any committee be carried over to the next year for continuity.
- All faculty ranks and students shall be appropriately represented.
- Chairpersons of college and school promotion committees shall be elected by the committees themselves.
Individuals who are seeking promotion during the term in question will not be eligible for election to the committee.
Criteria for promotion to the various ranks shall be prepared in writing and made a part of the promotions procedures. Qualitative, if not quantitative, statements shall be written clearly expressing the requirements for promotion to the various ranks, including discussion of the various activities that faculty members engage in and their relative importance in each particular college. The normal minimum times in rank for promotion to the next higher rank shall be those stated in Section 2.22 above.
The operation of college promotions committees shall include the following:
- Provision shall be made for peer contribution to members of the committees; student and faculty members shall consult with other students, faculty members, and administrative personnel.
- Ample notice of meetings, in writing, shall be given committee members.
Each promotions committee shall maintain a record of the following activities, and shall send a copy of this log to the Senate Promotions Committee along with the recommendations of each college committee.
- The times and locations of all meetings.
- The list of attendees at each meeting.
- The duration of each meeting.
- Significant actions taken at each meeting.
- Copy of letter to candidate indicating approval or denial of application for promotion.
- Initiations of recommendations.
All members of the faculty who have achieved minimum time in rank shall be informed by the dean by the end of the spring semester of their eligibility for consideration in the following academic year, and shall automatically have their eligibility for promotion reviewed at least every two years. Normally, recommendations come through departmental channels including promotions committee representatives of all ranks. However, all members of the faculty are at liberty to initiate recommendations.
In exceptional cases, recommendations may be made in less than the prerequisite time in rank. Requests for exceptional consideration must be initiated by the department chairperson.
Action favorable to the candidate by the school or college promotions committee shall be considered final subject to endorsement by the Senate and concurrence of the Chancellor and Board of Trustees.
Action unfavorable to the candidate by the college promotions committee may be appealed to the Senate Committee on Appointment and Promotion by either the candidate or the department, provided the grievance pertains to procedural matters. Action by the Senate Committee on Appointment and Promotions, if approved by the Senate, shall be considered final.
2.26 lecturers and instructors
The Senate Committee on Appointment and Promotions has empowered appropriate University officers to appoint as acting assistant professors individuals currently in the instructor rank at Syracuse University who complete their doctoral requirements after the final report on promotions has been made to the Senate. It is understood that such individuals shall be presented in the regular manner for promotion review the following year.
Appropriate University officers are authorized to make initial appointments to the rank of assistant professor, contingent upon the completion of doctoral requirements. The appointee holds the rank of lecturer or instructor in the interim. Appointees who complete the requirements within a reasonable time after their appointment will not normally be presented for promotion review before receiving the rank of assistant professor.
