Faculty
All members of the faculty, whether tenured or not, are entitled to academic freedom as described in the 1940 Statement of Principles on Academic Freedom and Tenure, formulated by the Association of American Colleges and the American Association of University Professors. The statement is reprinted in the Appendix.
Faculty members, as citizens, are free to engage in political activities. Leaves of absence may be given for the duration of an election campaign or a term of office, on timely application, and for a reasonable period of time. The terms of such leave of absence shall be set forth in writing, and the leave shall not affect unfavorably the tenure status of a faculty member, except that time spent on such leave shall not count as probationary service unless otherwise agreed to.
The appointment from the dean or department chairperson is the contractual agreement between the University and the appointee. All faculty appointments shall be in writing. To be binding, such agreement must be authorized by the Chancellor or the Vice Chancellor for Academic Affairs. At the time of appointment, faculty members should clearly understand appointment terms, conditions, and benefits, including rank, salary, tenure status, term of employment, retirement benefits, group life insurance, and health insurance.
Syracuse University subscribes to the Statement on Recruitment and Resignation of Faculty Members, adopted by the Association of American Colleges in January 1961, and endorsed by the Forty-seventh Annual Meeting of the American Association of University Professors. This statement is found in the Appendix.
The academic year begins one week prior to the first day of classes of the fall semester and ends with commencement. Normal faculty appointments are for this academic year period. Vacation periods for faculty members with normal academic year appointments are the summer recess and the recess periods occurring during the academic year.
If the University desires to use the services of faculty members in any time period outside the academic year, it will make separate contracts with the individuals involved. Such contracts will specify the compensation for extra service, which may or may not be the academic year base salary rate. In any event, summer salary rates cannot exceed the academic base rates in the same fiscal year (July 1-June 30).
Certain faculty members are appointed on a 12-month basis. They receive one full month of vacation each year. Deans, directors, and some others are usually appointed on this basis. Except by special arrangement, they do not receive extra compensation for special or summer work of any kind.
Departmental chairpersons have duties and responsibilities extending throughout the year, even when they hold only an academic year appointment. For this reason, and depending upon the duties involved, they receive higher salaries or lightened teaching loads, or both.
To conform with the Immigration Reform and Control Act of 1986, all new faculty members are required to furnish proof of identity and of eligibility to be employed in this country. Syracuse University may employ aliens as faculty members, research associates, post-doctoral fellows, library or other specialists, technicians, or in other approved professions and occupations if proper type visas are obtained.
The International Scholar Advisor has been designated by the Chancellor to issue visa applications for nonstudents and to provide information regarding laws and regulations for visas, social security numbers and taxes. Applications for extensions of stay permits to remain for an additional length of time at the University are issued by the International Scholar Advisor.
Departments sometimes find it necessary to make temporary, part-time faculty appointments to meet specific needs. Such temporary appointments, which do not meet the definition of regular part-time, below, may be made for a semester or an academic year, and are without credit toward tenure and without benefits, except those statutory benefits mandated by law.
"Regular part-time faculty members," that is, those who are explicitly appointed by a single academic unit to the category of regular part-time for a period of more than one academic year to teach at least 50 percent effort for each semester and at least 62.5 percent effort for the academic year, are entitled to some employment benefits. Those benefits are described in material available from the Office of Human Resources.
Adjunct faculty appointments may be offered to individuals who hold regular employment elsewhere and with whom the University has a special collegial relationship. They are eligible for occasional teaching assignments on an as-needed basis. Adjunct faculty members are not eligible for University benefits, but they may obtain an identification card entitling them to use the library and athletic facilities, and to receive a discount on bookstore purchases.
Non-faculty "exempt" staff members by special appointment are permitted to teach up to two courses in a semester but their teaching responsibilities must be less than half their total responsibilities. The courses must be integral to or very closely related to their other professional responsibilities. Individuals who hold such positions retain only the benefits and prerogatives of exempt staff, although, as part-time faculty members, their role and responsibilities as well as their rank are determined by the academic unit in which they teach.
Officers of the military services serving ROTC units on campus are under military jurisdiction for salary and retirement. They are, however, considered colleagues and are subject to all the academic rules and regulations of Syracuse University and of the colleges in which their students are registered and are eligible for certain benefit programs of Syracuse University.
Research faculty members are those whose appointment complements the research program of a department, school or college. These appointments are not to replace regular faculty positions, nor should they be seen as creating long-term or career positions. Rather, they are intended to enable the University to bolster its research program at very limited cost by formally appointing strong scholars who are supported exclusively by extramural grants.
Individuals may be appointed research faculty members at the rank of assistant, associate, or full professor. Reappointment and promotion criteria are similar to the research criteria for regular faculty members at the same rank.
Research faculty members are eligible for benefits, library privileges, parking permits, bookstore discounts, and use of recreational facilities on the same basis as regular faculty members.
The position of Research (Assistant/Associate) Professor is not a tenure-track position. Time spent in this position does not accrue toward tenure, and it is not normally possible to move from this position into a tenure-track position at Syracuse University.
Faculty members may terminate their appointment, effective at the end of an academic year, provided that they give notice in writing at the earliest possible opportunity, but not later than May 15, or 30 days after receiving notification of the terms of the appointment for the coming year, whichever date occurs later. Individuals may properly request a waiver of this requirement of notice in case of hardship or in situations where they would otherwise be denied substantial professional advancement or other opportunities.
